The Problem
Attractive, ConvenientEV bays are an attractive space for motorists to park. Wider than most other bays, frequently vacant and conveniently located in the best areas.
Everyone Suffers
Unauthorised abuse is therefore naturally common, and will increase overtime, as the ratio of EV Bays increase. The abuse effects both the Charge Point Operators and the EV Drivers.
Chargers report low utilisation figures and leave CPOs with inaccurate data and a loss in revenue.
EV Drivers become frustrated with unfairly occupied bays.
The Solution
Introducing Charge GuardBy installing a small solar powered ANPR camera, Charge Guard can photograph each vehicle, checking it against ‘Plug-in’ times.
Vehicles parked outside of plug-in times are deemed as unauthorised, at which point the camera kicks in with its intelligent ANPR processor and reads the vehicle registration.
Once reported to the DVLA, the vehicle keeper will receive a parking charge notice. This prevents future infringements and improves compliance.

The Processing
Good vs BadOur intelligent processing algorithm works by comparing captured images against your plug-in times.
The processor automatically removes all events during the plug-in periods, leaving behind just the vehicles which were parked, but did not plug-in.
IntegrationThe only information required from your system are the plug-in times, which can be easily exported to our servers or shared in a range of formats, i.e. CSV, XLS, etc..
The Offering
Charge Guard will provide an ANPR enforcement service on all qualifying charge points. The service will include all software integration and data management.
Charge Guard will install bespoke warning signage covering all charge point areas. Signage related to the service will be maintained in a clean state and kept up to date having regard to any changes in arrangements, legislation or other occurrence.
Charge Guard will supply, install and maintain the Charge Guard ANPR enforcement cameras on all qualifying charge points, which will issue PCNs via the postal service to any vehicles not adhering to the below mentioned restriction(s), a minimum of two photos will be collected.
Vehicles must be actively charging when parked in this bay.
Charge Guard will operate an appeals procedure for dealing with representations and challenges made by motorists. Charge Guard shall deal promptly with all appeals received providing copies of correspondence to the client when requested.
Charge Guard will pay a rebate in the form of compensation to the CPO, for each paid PCN Revenue projections.
Costs
The service will be provided at zero cost, operating on a self-funding basis.
Term
Minimum of 12-months from date of installation.

Comparables
Disabled and Parent Child bay abuse is a good comparable for estimating the numbers expected for EV charging bays. With this in mind, over a quarter of motorists (28%) admit to using parent child bays without legitimate reason.
Assumptions
PCNs are paid at an average of £73 each, this is the industry standard where the original £100 rate is discounted to £60 for the first 14 days.
Bad debt write off is estimated at 50% on private land, although enforceable through the civil courts, PCNs do not reach the same levels of those issued by public authorities on the public highway.
Many EV Chargers have dual sockets and motorist occasionally park and plug into the opposite side on the charger. This means a small number of vehicles will be excluded if a charge session is active on either side.
